Abstract
The payers of water charges are legal persons and entrepreneurs using surface water bodies such as river, channel, lake and water reservoir with the use of waterworks, technical equipment and facilities subject to licensing in conformity with the legislation currently in force. The payers of water charges are: 1) legal persons and entrepreneurs carrying out water abstraction (except for groundwater) and (or) effluent water discharge if concentration of hazardous substances therein is higher than in water body; 2) legal persons and entrepreneurs carrying out hydropower generation with the use of hydroelectric power station; 3) legal persons and entrepreneurs engaged in the organization of recreational water use. This Regional Law consists of 7 articles. Article 1 determines the categories of payers. Article 2 regards charges for the use of water facilities. Article 3 establishes the sums and the modalities of payment. Article 4 concerns accounting of revenues and the use of water charges. Article 5 determines preferential terms of payment. Article 6 establishes liability of payers and the modalities of control over revenue. Article 7 establishes the modalities of carrying into force this Regional Law.
