Regional Law No. 3405-IV “On measures of state support for small indigenous peoples of the Russian Federation living on the regional territory.”

This Regional Law defines measures of support by the regional state authorities for small indigenous peoples of the Russian Federation living on the regional territory. This Regional Law applies to: (a) persons belonging to small indigenous peoples, permanently residing in places of traditional residence and traditional economic activities, leading a traditional way of life, carrying out types of traditional economic activities of small indigenous peoples and engaged in traditional crafts; (b) persons belonging to small indigenous peoples, permanently residing in places of traditional residence and traditional economic activities of small indigenous peoples, for whom types of traditional economic activities are auxiliary activities in relation to the main type of activity in other sectors of the national economy, socio-cultural sphere, government bodies and local governments; (c) communities of small indigenous peoples living on the regional territory, carrying out types of traditional economic activities; (d) public organizations of small peoples, their associations (unions, associations); (e) individual entrepreneurs from among people belonging to small indigenous peoples, carrying out types of traditional economic activities; (f) persons who do not belong to small indigenous peoples, but permanently reside in the places of traditional residence and traditional economic activity of small indigenous peoples; and (g) regional government bodies, local government bodies and officials. Types of traditional economic activities, the implementation of which shall be subject to allocation of state support, are: (a) livestock breeding, including nomadic (reindeer husbandry, horse breeding, yak breeding, sheep breeding); (b) processing of livestock products, including the collection, preparation and dressing of hides, wool, hair, ossified horns, hooves, antlers, bones, endocrine glands, meat, and offal; (c) fishing and sale of aquatic biological resources; (d) commercial hunting, processing and sale of hunting products; (e) collection, preparation and processing of wild fruits, berries, mushrooms, nuts, medicinal plants (wild plants); (f) artistic crafts and folk crafts (making utensils, equipment, boats, sledges, other traditional means of transportation, musical instruments, birch bark products, stuffed game animals and birds, souvenirs made from the fur of deer and game animals and birds, other materials, weaving from herbs and other plants, knitting nets, bone carving, wood carving, sewing national clothes and other types of arts and crafts related to the processing of fur, leather, bone and other materials); and (g) construction of national traditional dwellings and other buildings necessary for carrying out traditional types of economic activities. Regional state authorities of the shall carry out the following measures of state support: (a) development and implementation of state programs to support traditional types of economic activities and traditional crafts; (b) formation of territories of traditional environmental management; (c) protection of places of traditional residence and economic activity of small indigenous peoples living on the regional territory, including the implementation of environmental measures; (d) provision of subsidies to support the economic and social development of small indigenous peoples; (e) provision of benefits on regional taxes in terms of funds subject to credit to the budget of the regional budget; and (f) development of the sphere of education, culture and health care in the places of traditional residence and traditional economic activities of small indigenous peoples.
