Abstract
This Regional Law defines the territories of compact residence for the indigenous small-numbered peoples of the North, Siberia, and the Far East of the Russian Federation within Kamchatka region. The primary objective of this Law is to establish legal recognition and protection for these indigenous groups, ensuring their rights and interests are upheld. This Law explicitly identifies the territories designated for the compact residence of indigenous peoples. These designations serve as a basis for implementing measures that protect the cultural and social rights of the indigenous populations. It emphasizes the importance of compliance with existing federal laws and regulations that guarantee the rights of indigenous peoples, thereby establishing a framework for future actions and policies aimed at supporting these communities. Secondary themes include the necessity for stakeholder involvement, particularly from indigenous communities, in the application of the law, ensuring that their voices are heard in the processes that affect their rights and territories. The Law underscores the importance of adherence to both federal and regional legal standards in the governance of indigenous affairs.
