Regional Law No. 438-OZ “On powers of the regional state authorities in the field of management and protection of natural medicinal resources, health-improving and recreational areas and resorts of regional significance.”

This Regional Law attributes to the Regional Assembly the following powers: (a) adoption of regional laws in the field of management and protection of natural medicinal resources, health-improving areas and recreational areas and resorts of regional importance; and (b) control over compliance and implementation of regional laws in the field of management and protection of natural medicinal resources, health-improving areas and recreational areas and resorts of regional importance. Regional Government shall exercise the following powers: (a) exercise, on behalf of the Amur Region, the powers of ownership, management, and disposal of natural healing resources, medical and recreational areas and resorts of regional importance, owned by the region; (b) making decisions on recognizing the territory as a health-improving and recreational area of regional significance or a resort of regional significance, on changing their boundaries or their abolition; (c) making decisions on the establishment, change or termination of the existence of sanitary (mountain sanitary) protection districts of natural health-improving resources, with the exception of natural health-improving resources located within the boundaries of health-improving and recreational areas of federal significance, recreational areas or resorts of federal significance; and (d) determination of the executive body of the Amur region in the field of management and protection of natural health-improving resources, health-improving and recreational areas and resorts of regional significance. Regional executive body in the field of management and protection of natural medicinal resources, health-improving and recreational areas and resorts of regional significance shall exercise the following powers: (a) protection of natural health-improving resources, health-improving and recreational areas and resorts of regional significance, owned by the region; (b) preparation of decisions on the establishment, change or termination of the existence of sanitary (mountain sanitary) protection districts of natural health-improving resources, with the exception of natural health-improving resources located within the boundaries of health-improving and recreational areas of federal significance, resorts of federal significance or resort areas; and (c) submission to the state register of the resort fund of the Russian Federation of information about health-improving and recreational areas, resorts of regional significance and natural healing resources, and insertion of relevant documents in it.
