Abstract
This Regional Law delimits powers between the regional state bodies in the field of handling animals. Regional state bodies shall implement the following powers: (a) establishment of the procedures for the operation of animal shelters, as well as the norms for keeping animals in them in accordance with the methodological guidelines on shelter operation and animal welfare standards approved by the Government of the Russian Federation; (b) establishment of the procedure for handling and treatment of ownerless animals in accordance with the methodological guidelines for treatment of ownerless animals approved by the Government of the Russian Federation; (c) establishment of the procedure for organization and performance by the regional state executive bodies of state supervision in the field of handling and treatment of animals; (d) organization of arrangements for handling and treatment of ownerless animals; and (e) validation of the list of additional data on animals, for which the owners refused the right of ownership, transferred to shelters, and the procedure for web publication of such data.
