Regional Law No. 4512-OZ “On the delimitation of powers in the field of animal handling between the state regional authorities”.

This Regional Law delimits the powers between the legislative (representative) and executive state authorities of the region in the field of animal handling. The powers of the Regional Legislative Assembly in the field of animal handling include the adoption of laws and other regulatory legal acts, control over their implementation. Powers of regional state executive bodies in the sphere of animal handling animals include: (a) establishment of the procedure for the organization of activity of animal centers and norms of the maintenance of animals in them according to the methodical instructions approved by the Government of the Russian Federation on the organization of activity of shelters for animals and norms of the maintenance of animals in them; (b) establishment of the procedure for the performance of activity on handling of animals without owners according to the methodical instructions approved by the Government of the Russian Federation; (c) establishment of the procedure for the organization and implementation of state supervision in the field of animal handling; (d) organization of a set of measures for the implementation of activities on handling animals without owners; and (e) approval of the list of additional information about the animals without owners and animals, which have been accepted in the shelter, and the procedure of placing this information in the information and telecommunication network "Internet".
