Regional Law No. 47-ZAO “On state support of regional bread producers and granting local authorities a separate state power to support bread producers.”

This Regional Law is aimed at ensuring the stable activity of bread producers and meeting the needs of the regional population of rural settlements in bread at an affordable price. Bread producers shall be intended legal entities and individual entrepreneurs, producing bread in rural areas on the regional territory and performing sale (delivery) of bread to the retail network of rural settlements. State support of bread producers shall be performed in the following forms: (a) subsidizing to bread producers of a part of the costs associated with bread production; (b) subsidizing to bread producers with a part of their expenses on replacement and modernization of bread producing facilities and equipment; and (c) providing bread producers with information, consulting and auditing services. Bodies of local self-government shall be granted separate state power of state support of bread producers in the form of subsidizing the bread producers with a part of costs associated with bread production. Local government must conclude agreements with bread producers providing for subsidizing part of the costs associated with the production of bread; keep a register of bread producers receiving subsidies; at the expense of subsidies from the regional budget transfer subsidies to bread producers at the expense of subsidies from the regional budget and submit accountability reports related to subsidizing of bread producers.
