Regional Law No. 5085-KZ “On seed production of agricultural crops”.

This Regional Law regulates certain relations in the field of seed production of agricultural plants in the region. The main objectives in the field of seed production of agricultural plants and selection of varieties or hybrids of agricultural plants shall be as follows: (a) improvement of varietal quality indicators and sowing (planting) qualities of seeds of agricultural plants; (b) preservation and effective use of valuable domestic and world genetic collection of varieties and hybrids of agricultural plants (c) breeding and propagation of new high-yielding, intensive varieties and hybrids of agricultural plants adapted to the regional natural and climatic conditions; (d) provision of agricultural producers with high-quality seeds; (e) creation of favorable conditions for the production (cultivation) of seeds of agricultural plants; and (f) provision of state support on a priority basis to Russian legal entities, citizens of the Russian Federation, carrying out domestic selection of varieties and hybrids of agricultural plants in the regional territory. For the production of seeds of agricultural plants, special seed-growing zones for the production of seeds of agricultural plants may be established on the territory of the region. The purpose of establishing special seed-growing zones is to create the most favorable phytosanitary and technological conditions for the production (cultivation) of seeds of agricultural plants with high varietal qualities. State support in the field of seed production of agricultural plants is carried out in accordance with federal state programs and regional state programs.
