Regional Law No. 60-oz “On regulation of some relations in the field of handling of animals”.

This Regional Law regulates some relations in the field of handling and treatment of animals. Regional Government shall implement the following powers: (a) validation of regional state programs containing the arrangements for handling and treatment of animals, determination of the procedure for decision-making on drafting, formation and time period for the implementation of the aforesaid programs; (b) establishment of the procedure for organization and implementation by the regional executive bodies of state supervision in the field of handling animals; (c) appointment of the authorized regional state executive body in the field of handling animals; (d) establishment of the procedures for the operation of animal shelters, as well as the norms for keeping animals in them in accordance with the methodological guidelines on shelter operation and animal welfare standards approved by the Government of the Russian Federation; (e) establishment of the procedure for handling and treatment of ownerless animals in accordance with the methodological guidelines for treatment of ownerless animals approved by the Government of the Russian Federation; (f) validation of the list of additional data on animals, for which the owners refused the right of ownership, transferred to shelters, and the procedure for web publication of such data; and (g) implementation of other powers in accordance with federal and regional legislation.
