Abstract
This Regional Law regulates the issues of state support of gardening and horticulture conducted by natural persons for individual personal needs. The main goals of the state support of citizens' horticulture and gardening are: (a) ensuring the realization of the rights of citizens in the field of horticulture and gardening; (b) increasing the efficiency of land use and its protection; (c) providing favorable conditions for the development of horticulture and gardening; and (d) meeting the needs of the regional population in agricultural and fruit and berry products grown on agricultural land allotted for orchards and gardens. The main principles of state support for natural persons conducting horticulture and gardening are: (a) targeting of state support and targeted use of state support funds; (b) equal availability and security of state support measures; and (c) increase of performance (efficiency and cost-effectiveness) of budget funds use.
