Regional Law No. 612-139 “On delimitation of powers of the Legislative Assembly of St. Petersburg and the Government of St. Petersburg in the field of animal handling”.

This Regional Law vests the Government of Saint Petersburg with the following powers in the field of treatment and handling of animals: (a) establishment of the procedure for the organization of activity of animal centers and norms of the maintenance of animals in them according to the methodical instructions approved by the Government of the Russian Federation on the organization of activity of shelters for animals and norms of the maintenance of animals in them; (b) establishment of the procedure for the performance of activity on handling of animals without owners according to the methodical instructions approved by the Government of the Russian Federation; (c) establishment of the procedure for the organization and implementation of state supervision in the field of animal handling; (d) constitution and functioning of shelters for animals; (e) approval of the list of additional information about the animals without owners and animals, which have been accepted in the shelter, and the procedure of placing this information in the information and telecommunication network "Internet"; (f) organizational arrangements for treatment and handling of ownerless animals; and (g) decision-making related to determination of authorized places for walking of animals.
