Abstract
This Regional Law delimits powers between the regional state bodies in the field of handling animals. Provisions of this Law do not apply to relations in the field of wildlife conservation and use, fisheries and conservation of aquatic biological resources, aquaculture (fish farming), hunting and conservation of hunting resources, use of livestock and management of animals for laboratory testing. Local self-government bodies are vested with state powers, which include: (a) state supervision over handling and treatment of animals; (b) validation of the list of additional data on animals, for which the owners refused the right of ownership, transferred to shelters, and the procedure for web publication of such data; (c) establishment of the procedure and organization of the arrangements for handling and treatment of ownerless animals; (d) examination of the results of public control over handling and treatment of animals submitted to regional state executive bodies; and (e) implementation of other powers in accordance with federal and regional legislation.
