Regional Law No. 8-3140 “On state support of horticulture, gardening and suburban subsistence farming.”

The objectives of this Regional Law are: (a) creation of favorable conditions for horticulture, gardening and suburban subsistence farming; (b) promotion of cultivation of agricultural crops on horticulture, garden and vegetable plots; (c) increasing the efficiency of land use; and (c) assistance in the realization of the rights of citizens in the field of horticulture, gardening and suburban subsistence farming. State support of horticulture, gardening and suburban subsistence farming shall be performed in the following fields: (a) information and extension services; (b) assistance in land survey, land-use planning and organization of non-governmental entities; (c) development and keeping infrastructure of the territory of non-governmental entities; and (d) creating conditions for the sale of products manufactured by gardeners, subsistence farmers, truck farmers, summer residents operating on the regional territory, and their non-profit associations. Regional state support of horticulture and gardening shall be performed by the regional state bodies in the following forms: (a) educational and campaigning work in order to popularize horticulture, gardening and suburban subsistence farming; (b) provision of information and extension services to non-profit associations; (c) provision of subsidies to non-profit associations for compensation of costs associated with registration of title to land plots, related to common property of non-profit associations; and (d) holding exhibitions, fairs of products manufactured by gardeners, subsistence farmers, truck farmers, summer residents operating on the regional territory.
