Regional Law No. 8-OZ “On the establishment of the authorities of the Regional Government in the field of handling of animals”.

This Regional Law delegates the following powers to the Regional Government: (a) determination of the regional executive body authorized to create animal shelters and to ensure functioning thereof; (b) determination of the regional executive body authorized to validate the list of additional data on animals, for which the owners refused the right of ownership, transferred to shelters, and the procedure for web publication of such data; (c) establishment of the procedures for the operation of animal shelters, as well as the norms for keeping animals in them in accordance with the methodological guidelines on shelter operation and animal welfare standards approved by the Government of the Russian Federation; (d) establishment of the procedure for handling and treatment of ownerless animals in accordance with the methodological guidelines for treatment of ownerless animals approved by the Government of the Russian Federation; (e) establishment of the procedure for organization and implementation of state supervision by the regional state executive bodies over handling and treatment of animals; and (f) implementation of other powers in accordance with federal and regional legislation.
