Regional Law No. 82-OZ “On delimitation of authorities in the field of animal treatment between regional state bodies”.

The scope of this Regional Law shall be delimitation of authorities for government agencies and municipalities. Regional Government shall be vested with the following powers: (a) establishment of the procedures for the operation of animal shelters, as well as the norms for keeping animals in them in accordance with the methodological guidelines on shelter operation and animal welfare standards approved by the Government of the Russian Federation; (b) establishment of the procedure for handling and treatment of ownerless animals in accordance with the methodological guidelines for treatment of ownerless animals approved by the Government of the Russian Federation; and (c) establishment and implementation of state supervision in the field of handling and treatment of animals. Local government shall be vested with the following powers: (a) organizational arrangements in the process of treatment and handling of ownerless animals; (b) validation of the list of additional data on animals, for which the owners refused the right of ownership, transferred to shelters, and the procedure for web publication of such data; and (c) implementation of other powers in accordance with federal and regional legislation.
