Regional Law No. 97-ZRH “On delimitation of authorities in the field of animal treatment between regional state bodies”.

This Regional Law establishes powers of state bodies in the field of treatment and handling of animals. Regional Government shall be vested with the following powers: (a) establishment of the authorized body in the field of treatment and handling of animals; (b) establishment of authorized regional executive bodies for the implementation of state supervision in the field of treatment and handling of animals; (c) establishment and implementation of state supervision in the field of handling and treatment of animals; and (d) other powers envisaged by the legislation of the Russian Federation and by regional legislation. Local government shall be vested with the following powers: (a) organizational arrangements in the process of treatment and handling of ownerless animals and organization of shelters for animals; (b) establishment of the procedures for the operation of animal shelters, as well as the norms for keeping animals in them in accordance with the methodological guidelines on shelter operation and animal welfare standards approved by the Government of the Russian Federation; (c) validation of the list of additional data on animals, for which the owners refused the right of ownership, transferred to shelters, and the procedure for web publication of such data; and (c) implementation of other powers in accordance with federal and regional legislation.
