Abstract
Goals of the Regional State Program: increasing the volume of Pacific salmon catches through the development of aquaculture. Objectives of the Regional State Program: creating conditions for the development of aquaculture in the region. Responsible implementer of the Regional State Program: regional Ministry of Agriculture, Fisheries and Food.
Target indicators of the Regional State Program: (a) number of created aquaculture farms; and (b) the number of consultations provided to interested legal entities and individual entrepreneurs on aquaculture issues. Expected results of the implementation of the state program: organization of the process of creating business entities (various forms of ownership) operating in the field of aquaculture.
The scope of implementation of the Regional State Program covers the development of aquaculture in the region and measures to restore, preserve and increase the stocks of Pacific salmon. Potential financial and logistical resources for the development of aquaculture in the region are associated with the presence of users of coastal salmon and industrial fisheries who are directly interested in expanding and stabilizing their business through the development of pasturable fishfarming of Pacific salmon. To increase the number of Pacific salmon herds in the region, it is necessary to introduce into production an innovative technique for the formation of new artificial populations.
The basic principles of the work are based on a rational combination (composition) of factory and non-factory methods of pasture salmon farming, which significantly reduces the cost of using this technology. Creating conditions for organizing the development of business entities (various forms of ownership) working in the field of Pacific salmon aquaculture, including commercial aquaculture (farm-based fishfarming) in the region will allow: (a) to increase and stabilize the annual catch of Pacific salmon in the region at a level of at least 5-7 thousand tons; (b) to reduce the overall fishing pressure of the main spawning rivers in the region through the creation and operation of artificial commercial broodstock populations of Pacific salmon in small rivers; (c) to create new jobs in the field of aquaculture (farm-based fishfarming) in coastal villages (including ethnic ones) and the city of Magadan; and (d) to stabilize the work of medium and small coastal fish processing enterprises, including the creation of new jobs in this field.
