Abstract
The regional fishery complex is represented by fishing, fisharming, fish-processing enterprises, port facilities and factories for the reproduction of aquatic biological resources.
The Program provides for the comprehensive development of the main directions of the regional fishery complex. The main directions of state policy in the sphere of development of the fishery complex of the region are: (a) aquaculture development; (b) bringing the quality standards of fish products in line with the standards used in international practice; (c) modernization of the fish processing sector and stimulation of the production of highly processed fish products; (d) effective use of the region's fisheries potential; (e) ensuring the quality and safety of fish and fish products; (f) ensuring the introduction of innovative technologies for fishing, fish farming and fish processing; (g) increasing the production of competitive fish products with high added value; (h) stimulating the development of integration in the production, processing and sale of fish products; and (i) development of infrastructure and logistics support for the fish products market.
The priorities and goals of state policy in the field of fisheries management are aimed at providing the population with high-quality fish products. The guarantee of achieving the goal is the stability of domestic production of fish products, as well as the formation of the necessary reserves. State regulatory measures include the following economic instruments: issuing fishing quotas; provision of state support measures in accordance with the acting legislation.
The Program provides for: (a) subsidizing part of the cost of catching (harvesting) one kilogram of fish sold to legal entities or individual entrepreneurs; (b) subsidizing part of the costs for the purchase of small vessels of three previous years of production that were not in operation, for catching (extracting, harvesting) aquatic biological resources, growing objects of commercial aquaculture (fishfarming); (c) subsidizing part of the costs for the purchase of fuels and lubricants for the purpose of catching (extracting) aquatic biological resources; (d) subsidizing part of the cost of purchasing specialized feed; and (e) subsidizing part of the costs for the purchase of fish seeding material (fertilized eggs, larvae, fry).
