Regulation No. 8 regarding the modalities and terms of refunding to the state budget of the charges for the use of subsoil.

The charges for the use of subsoil include the payments for the right to exploration and valuation of the deposits of minerals, their exploitation, the right to recycle geological waste products and industrial waste. The charges for the use of subsoil are compulsory for all enterprises, organizations and any other juridical persons, irrespectively of the form of property, that operate on the territory of the Russian Federation, its continental shelf and Exclusive Economic Zone. The Regulation contains 1 Annex fixing top limits of the charges for the right to extract minerals from subsoil.
