Regulation on State Commission of the Russian Federation on testing and protection the selection achievements validated by the Ministerial Decree No. 390.

State Commission of the Russian Federation on testing and protection of selection achievements is set up in accordance with the Law of the Russian Federation on selection achievements. State Commission, state inspections on testing and protection of selection achievements, state quality testing stations, state quality testing laboratories and Pan-Russian Centre for quality assessment of plant variety of agricultural plants compose integral state service for testing and protection of selection achievements – state plant variety service (gossortsluzhba). State Commission carries out integral policy in the field of legal protection of selection achievements in the Russian Federation, accepts for examination applications for assessment of selection achievements, carries out their expertise and testing, keeps State Register of protected selection achievements and State Register of the certified plant species, grants patents and authorship certificates, issues regulations and elucidations of the legislation on selection achievements and carries out other functions in accordance with the present Regulation.
