Abstract
These Veterinary Rules set mandatory requirements for the implementation of preventive, diagnostic, restrictive and other measures, the establishment and cancellation of quarantine and other measures on the territory of the Russian Federation aimed at preventing the spread and elimination of foci of myxomatosis. The Rules establish mandatory requirements for the organization and implementation of measures to eliminate foci of myxomatosis, prevent its occurrence and spread on the territory of the Russian Federation, determine the boundaries of the territory to which the regime of restrictive measures and (or) quarantine should apply, including in terms of determining the outbreak of animal disease, the implementation of epizootic zoning, including the definition of types of zones for the purpose of differentiating the restrictions established by the decision to introduce the regime of restrictive measures and (or) quarantine, restrictions on the production, movement, storage and sale of goods subject to veterinary control (supervision), and requirements for the specifics of applying such restrictions, including the implementation of measures in relation to production facilities located in the quarantine zone. In order to prevent the occurrence and spread of myxomatosis, individuals and legal entities, individual entrepreneurs who are the owners (holders) of susceptible animals are obliged to: (a) provide, at the request of authorized specialists of bodies and organizations included in the system of the State Veterinary Service of the Russian Federation, access to susceptible animals for inspection; (b) notify within 24 hours by any available means (including by e-mail, personal appeal) the specialists of the state veterinary service of all cases of sudden death or simultaneous mass disease of susceptible animals, as well as of their unusual behavior indicating a possible disease; (c) take measures to isolate susceptible animals in relation to which there are grounds for suspecting myxomatosis, and also ensure the isolation of the corpses of susceptible animals in the same room (place) in which they were located; (d) comply with the requirements of the specialists of the state veterinary service to carry out anti-epizootic and other measures stipulated by the Rules in households (including personal subsidiary plots), peasant (farm) enterprises, in the household of an individual entrepreneur, organizations where susceptible animals are kept; (e) carry out disinsection and disacarization of premises for keeping susceptible animals, vehicles used to transport susceptible animals, with means that ensure the death of blood-sucking insects and ticks, in accordance with the instructions for their use.
