Abstract
These Veterinary Rules for the implementation of preventive, diagnostic, therapeutic, restrictive and other measures, the establishment and cancellation of quarantine and other restrictions aimed at preventing the spread and eliminating outbreaks of swine erysipelas, establish mandatory requirements for the implementation of preventive, diagnostic, therapeutic, restrictive and other measures, the establishment and cancellation on the territory of the Russian Federation of quarantine and other restrictions aimed at preventing the spread and eliminating outbreaks of swine erysipelas. The Rules establish mandatory requirements for the organization and implementation of measures to eliminate swine erysipelas, prevent its occurrence and spread on the territory of the Russian Federation, determine the boundaries of the territory to which the regime of restrictive measures and (or) quarantine should apply, including in terms of determining the source of animal disease, the implementation of epizootic zoning, including the definition of types of zones for the purpose of differentiating the restrictions established by the decision to introduce the regime of restrictive measures and (or) quarantine, restrictions on the production, movement, storage and sale of goods subject to veterinary control (supervision), and requirements for the specifics of the application of such restrictions, including the implementation of measures in relation to production facilities located in the quarantine zone. In order to prevent the occurrence and spread of swine erysipelas, individuals and legal entities — individual entrepreneurs who are owners (keepers) of swine are obliged to: (a) provide, at the request of authorized specialists of bodies and organizations included in the system of the State Veterinary Service, access to swine for inspection; (b) notify within 24 hours by any available means (including by e-mail, personal appeal) specialists of the state veterinary service of all cases of sudden death or simultaneous mass disease of swine, as well as of their unusual behavior indicating a possible disease; (c) take measures to isolate swine in relation to which there are grounds for suspecting swine erysipelas, and also ensure the isolation of swine corpses in the same premises in which they were located; (d) comply with the requirements of specialists of the state veterinary service to carry out anti-epizootic and other measures stipulated by the Rules in households (including personal subsidiary plots), peasant (farm) enterprises, in the household of an individual entrepreneur, organizations where swine are kept; (d) comply with the conditions, prohibitions, restrictions in connection with the status of the region in which the farm is located, established by the decision of the federal executive body in the field of veterinary supervision on regionalization for swine erysipelas in accordance with the Veterinary Rules for the implementation of regionalization of the territory of the Russian Federation.
