Resolution No. 59 of the Ministry of Agriculture validating the Regulation on the maintenance and preservation of agroforestry plantations and (or) agrophyto-meliorative plantations.

The responsibility for the maintenance and preservation of agroforestry and/or agrophyto-ameliorative plantings located on agricultural land in proper condition, ensuring that the plantings perform their useful functions, is assigned to the owners of the land plots on which the plantings are located, and is implemented: (a) in relation to plantings located on land plots in state or municipal ownership and not transferred for use to third parties in accordance with land legislation - by federal executive bodies, state authorities of constituent entities of the Russian Federation, local government bodies exercising the powers of the owner in relation to such land plots, if such land plots have been transferred for use to third parties - by persons using the land plots; (b) in relation to plantings located on land plots in private ownership - by the owners of such land plots; (c) with respect to plantings located on land plots, the right of ownership to which is not delimited - by persons using such land plots, in the absence of such persons - by federal executive bodies, state authorities of the constituent entities of the Russian Federation, local government bodies authorized to provide land plots, state ownership of which is not delimited, in accordance with land legislation. The survey of plantings is aimed at determining the condition of the plantings, their quantitative and qualitative characteristics and, in the event of an agreed and approved land reclamation project, the conformity of such condition with the information on the plantings contained in the approved land reclamation project. When conducting a survey of plantings, remote survey methods are used, as well as aerial photographs (if available).
