Abstract
These Guidelines, made of 2 Chapters and 8 Annexes, have the objective of assisting food importers and exporters to prepare the application documents according to the requirements which they set.The compliance with said requirements is meant to minimize the delays in processing the applications for import and export permits. Also, the use of the guidelines is supposed t minimize the risks of trading sub standard foods among nations and therefore prevent dumping of substandard or unfit products in Rwanda.
Chapter 1 describes in detail the procedure for importation of food: the specific requirements, the import application, the terms and conditions for importation, the inspection of food at port of entry, the sampling process, the release of consignments and the special consideration categories of food.
Chapter 2 is instead dedicated to the procedure for the exportation of food, including the categories of exporters, the issuance of export permit by the Authority, the foods excluded from exportation, the procedures for processing export permit.
The Annexes bring documents samples useful for the import/export procedures: the customer registration form, the application for permission to import registrable and/or non-registrable products, the sample collection form, the seizure certificate, the export permit.
