Abstract
This Law establishes the Rwanda Forestry Authority (“RFA”) as a non-commercial public institution. It also determines its mission, responsibilities, organisation and functioning. The mission of RFA is to ensure growth of forest resources, their management and protection for sustainable development purpose. RFA shall, among other things: advise the Government in matters relating to management and utilisation of forest resources; implement policies, laws, strategies and Government decisions related to the management and utilisation of forest resources; work with public and private institutions in charge of management of forests to increase their production and control of soil erosion; prepare the plan for increasing forest resources; establish various strategies and standards and regulations relating to the management and utilisation of forest resources. In addition, RFA has certain powers relating to forestry permits.
An Order of the Prime Minister determines the supervising authority of RFA. Management organs of RFA are the Board of Directors and the Executive Organ. The Board of Directors of RFA is the supreme management and decision-making organ. It has absolute power to make decisions regarding administration, human resources and property of RFA in order to its responsibilities. The Executive Organ of RFA shall monitor and coordinate daily functions and activities of RFA. The Act provides for transfer of employees, property, liabilities and contracts from the Rwanda Water and Forestry Authority to RFA.

All prior legal provisions contrary to this Law are repealed. Law nº 06/2017 of 03/02/2017 establishing Rwanda Water and Forestry Authority is repealed by the Law establishing Rwanda Water Resources Board N° 71/2019 du 29/01/2020.
