Ministerial Order n° 002/24/10/TC establishing land use and development master plan of Gisagara District.

The Gisagara District Land Use Plan 2023-2050 (NLUDMP) primary focus is to establish a comprehensive framework for land use planning and management, ensuring that all projects align with national development goals. The overarching objective is to promote sustainable land use, enhance agricultural productivity, and facilitate urban development while addressing the challenges posed by population growth and environmental sustainability. The plan emphasizes the need for a coordinated approach among various ministries and stakeholders to achieve effective land governance. The implementation plan includes the establishment of legal frameworks and institutional reforms to support the NLUDMP. It recommends the creation of a National Geoportal for public access to land use plans and the adoption of real time monitoring technologies for effective oversight. The document also stresses the importance of regular updates to spatial data and base maps, alongside a Building Permitting Management Information System (BPMIS) to streamline construction permitting processes. The Gisagara District Land Use and Development Master Plan consists of a main report, a zoning plan, and zoning regulations.
The Plan further details the district's geographical, environmental, and socio-economic characteristics, supported by a SWOT analysis. The plan addresses key sectors, including transportation, public facilities, utilities, agriculture, environment, tourism, and economic development, with a focus on future planning up to 2050. It also establishes an implementation framework covering legal, institutional, and zoning regulations, alongside a phased development plan (2020-2035) and capital improvement projects in transport, power, ICT, and water supply, ensuring compliance and ongoing monitoring for effective execution.
The main report is annexed to the official order, while the zoning plan and regulations are available on the designated land management website. The master plan may undergo a comprehensive review every ten years or earlier if necessary. Additionally, revisions can be made to specific areas without affecting the development of other regions, in accordance with relevant laws. The land use and development master plan of Gisagara District is implemented until 2050. The Order consists of 7 Articles and is attached with the Gisagara District Land Use Plan 2023-2050.
