Chapter II specifies the responsibilities and composition of the Catchment Committee. Chapter III elaborates on the organization, including management roles, appointment of members, meeting procedures, and reporting requirements. The Technical Support Committee, defined in Section 2, provides technical assistance to the Catchment Committee. Chapter IV addresses the Technical Committee on Dams, outlining its responsibilities, membership criteria, leadership roles, and meeting protocols. Finally, Chapter V covers logistical support, repeals previous orders, and specifies the commencement of the current order.
