Abstract
The Policy provides observation on general issues, challenges and constraints of the energy sector and requirements for its updating in Rwanda. The Policy formulates the main issues of the energy sector in Rwanda and its linkages with the rest of the economy and the international scene. The vision of the energy sector is to contribute effectively to the growth of the national economy and thereby improve the standard of living for the entire nation in a sustainable and environmentally sound manner. The Policy considers the issues of gender, social inclusion, environment, regional and international co-operation, research and development as cross cutting issues. The energy Policy objectives are to support national development through: (a) ensuring the availability of sufficient, reliable and affordable energy supplies for all Rwandans; (b) promoting the rational and efficient use of energy; and (c) establishing environmentally sound and sustainable systems of energy production, procurement, transportation, distribution and end-use. The energy sectors strategic plan and its sub-sectors are biomass, biofuels, petroleum and electricity and renewable energies. The Policy is designed in 13 Sections.
