National Sanitation Policy Implementation Strategy, 2016

This Strategy is prepared together with the National Sanitation Policy document and shares a similar structure with the document. The Strategy aims to provide guidance for the achievement of key development goals set out in EDPRS 2, Vision 2020 and SDGs. The Strategy assesses performance of the Policy by a set of indicators and intermediate targets for each of the five specific objectives. For the first objective which is to raise and sustain improved household sanitation coverage to 100 per cent by 2018, and promote hygiene behaviour change, the Strategy proposes actions that would achieve a goal of sustainable access including prioritising individual sanitation services and to make sure that households are able to access the services they demand. With regards to the second objective which is to improve sanitation for schools, health facilities and other public institutions and locations, the Strategy proposes, among others, the promotion of community health clubs, the construction of sanitary facilities in public buildings, the promotion of sanitation marts by the private sector, the operation of community health clubs for all school-related water supply and sanitation programmes and the management of public sanitary facilities. The third objective is about collective sanitation, specifically, to develop safe, well-regulated and affordable off-site sanitation services(sewerage and sludge collection, treatment and reuse/disposal) for densely populate areas; here, the Strategy seeks to enhance collective off-site sanitation conditions by addressing software and hardware aspects, hygiene education as well as infrastructure. For the objective to enhance storm water management in urban areas, the Strategy implements it through risk assessment, using best practices for storm water design standards, land use and urban planning, using techniques which ensure water quality and environmental protection, creating awareness and education and using inculcating network capacity and maintenance. For the fifth objective which is to implement an integrated solid waste management in ways that are protective to human health and the environment, the Strategy implements it by waste reduction, prevention and minimization, improving solid waste management, etc. The Strategy implements the objective to ensure safe management of e-waste, industrial waste, radioactive waste and health-care waste by creating awareness campaigns and environmental health promotion for e-waste management, the development of specific industrial waste management policy, radioactive waste management policy, etc.
