Abstract
The purpose of this Presidential Order, composed of 5 Chapters, is to determine the mission, responsibilities, organisation and functioning of Rwanda Meteorology Agency (hereinafter "METEO RWANDA"), a non-commercial public institution placed under the supervision of the Ministry in charge of meteorology (Chapter 1).
Chapter 2 defines the mission of the Agency which is to provide accurate weather and climate information on time for the socio-economic development and well-being of the population. In this context, the Order sets the Agency's responsibilities and powers. Among the responsibilities are the provision of hydro-meteorological information such as weather forecasts, climate data, early warnings of extreme weather events, advisories and meteorological information for the benefit of all socio-economic development sectors; the provision of guidance and assistance to public, private entities and individuals to integrate weather and climate information into their short and long term investments for their productivity and sustainability; the setting up of meteorological stations; the conduction and support of research and training in support of weather, climate and climate change science and the assistance in coordinating the international aspects of such research and training; the implementation of international agreements that are ratified by Rwanda relating to meteorology, climate services, etc.
Chapter 3 defines the Agency organisation and functioning, Chapter 4 regulates its property and finance, and Chapter 5 is dedicated to final provisions.
