The purpose of this Regulation is to establish a clear framework for the design, installation, operation, and maintenance of decentralized wastewater treatment systems, ensuring that wastewater services in Rwanda are efficient, effective, and affordable. The text provides for technical requirements for design that set requirements for the design and installation, operation and maintenance of decentralized wastewater treatment systems to ensure environmental compliance. The regulation further outlines licensing regime and license requirements for installation and operation of a wastewater treatment system, mandating that operators obtain licenses, demonstrating technical and financial capacity to provide reliable services. Provisions on monitoring establishes mechanisms for oversight, including audits and inspections by Rwanda Utilities Regulatory Authority to ensure adherence to standards.
