Rwanda Utilities Regulatory Authority (RURA) Compliance and Enforcement Guidelines.

These Guidelines establish compliance and enforcement procedures for the Regulatory Authority to effectively carry out its regulatory duties. These guidelines apply to all sectors regulated by Rwanda Utilities Regulatory Authority (RURA), except nuclear and radiation activities. Their objective is to promote fairness, transparency, and professionalism in inspections and enforcement by setting clear standards, ensuring evidence-based actions, and safeguarding operators' rights throughout the process. The text consists of 10 Parts covering principles of monitoring and enforcement process, aspects relating to monitoring and regulatory compliance, inspections, financial and economic regulatory compliance, enforcement actions, appointing an administrator, appeal and publishing enforcement actions.
