Abstract
The SMART Rwanda Master Plan aligns key initiatives with national economic goals, guided by the vision of "Towards a Knowledge-Based Society." It aims to consolidate Rwanda's transition to a knowledge-based economy by 2020, focusing on digital transformation. By leveraging Information and Communication Technologies effectively, Rwanda seeks to enhance its international standing as an ICT hub and achieve sustainable socio-economic growth. The seven pillars underpinning the SMART RWANDA Master Plan are: health, finance, trade and industry, agriculture, education, government, and women and youth empowerment in technology. While, the overarching goals are economic transformation; job creation and increase in productivity; and accountable governance. The Plan consists of 5 Chapters as follow: Smart Rwanda Vision (I); National ICT Analysis and Assessment (II); Strategic Planning (III); SRMP Implementation Roadmap (IV); SRMP Execution Model (V); Forecasting Expected Benefits (VI); and Conclusion (VII).
