Abstract
These Regulations amend the Fisheries Regulations by suspending during the Open Period (as defined), a provision a provision (13A)(introduced by Fisheries (Amendment) Regulations (13A) 2009, which prohibits the fishing for, sale, exporting or having in possession of beche-de-mer and prescribes a penalty for such offence. These Regulations prescribe anew offences in respect of having in possession any beche-de-mer harvested for sale or processes or exports in a prohibited manner and stipulate that the Solomon Islands National Sea Cucumber Fishery Management and Development Plan (annexed as Schedule 1) shall take effect from commencement of these Regulations. The Plan is provides for management and development plan for effective conservation and optimum utilization of sea cucumber fishery, which is declared to be a designated fishery by the Minister.
The primary management objectives of The Plan are: a) To ensure the fishery is ecologically and sustainably managed; b) To ensure that harvesting and processing of sea cucumber has minimal impact on the marine environment; c) To strengthen ongoing monitoring programs to ensure effective monitoring and collection of both scientific information and export data; and d) To optimize sustainable economic returns from the· fishery to industry, communities and resource owners.
