Abstract
The National Biodiversity Strategic Action Plan is a national policy with a cross-sectoral approach. The purpose of this policy is to conserve and promote biological diversity through sustainable management and use for better livelihood and prosperity of all Solomon Islanders.
In order to establish sustainable livelihood opportunities, market research and feasibility studies will be carried out and incentives will be provided for sustainable rural development projects. Sustainable alternative livelihood programmes will be developed for communities and small business training programmes will be delivered.
The legislation on biodiversity conservation and management at the national and provincial levels will be updated and integrated into sectoral plans, policies and programmes. Capacity building will be enhanced for sustainable management and monitoring of the indigenous, unique, threatened and endangered species as well as for effective participation of all stakeholders in the conservation and sustainable use of biological resources. Moreover, public awareness will be raised on the significance of the social, economic and environmental values of species conservation, by integrating biodiversity conservation into formal education curriculum and conducting public awareness raising programmes targeting all, including women. A comprehensive research will be undertaken to create a database for all known indigenous species and a national inventory will be produced for all flora and fauna species. The management measures for indigenous, unique, threatened and endangered species will be supported by scientific data. Protected area systems will be developed including marine and terrestrial protected areas through the development of a new National Management Framework. In addition, protected areas will be monitored and mapped to identify areas of ecological significance, important migratory corridors and breeding habitats for migratory species. Biodiversity will be conserved from the invasive alien species through strengthened legislation, monitoring, research and awareness. Border control and quarantine will be strengthened to reduce the threats from new invasive species and genetically modified organisms being introduced into the country. The legal framework will be developed for the management and control of access to genetic resources and fair sharing of the benefits from the use of genetic resources. Furthermore, the conservation, management and use of agro-biodiversity will be strengthened, including traditional knowledge. Waste management will be strengthened to minimize or prevent negative impacts of uncontrolled and non-biodegradable waste on biodiversity. Alternative energy sources will be promoted to reduce the harm to the critical habitats and biodiversity.
Climate change adaptation and mitigation will be integrated into biodiversity conservation. Technical studies will be conducted, such as national greenhouse gas inventory, vulnerability and adaptation assessment and mitigation analysis, to reduce the impacts of climate change on biodiversity. The impacts of climate change and sea level change on agriculture, land, crops, coral reefs and terrestrial and marine biodiversity will be assessed.
The Ministry of Environment Conservation and Meteorology shall be responsible for the implementation of the National Biodiversity Strategic Action Plan through the Biodiversity Steering Committee with technical advice from the Environmental Advisory Committee.
