Abstract
The National Development Strategy is a national policy with a multi-sectoral approach. The timeframe of the Plan is 20 years between 2016 and 2035. The overall vision of the National Development Strategy is to achieve an improvement in the social and economic livelihoods of all Solomon Islanders through the achievement of long-term objectives such as (i) economic growth, (ii) poverty alleviation and improved food security, (iii) resilient and environmentally sustainable development, and (iv) provision of adequate, accessible and quality social services, basic needs, infrastructure and utilities for all Solomon Islanders.
The nutritional status of all Solomon Islanders will be improved through long-term measures for food security. The policy and regulatory framework for food and livestock production will be developed to provide sufficient quantities of food. Basic needs such as water and sanitation will be met and access to quality health services will be enhanced to ensure public health. Sufficient and safe drinking water will be provided to all customers, in accordance with the water quality standards of World Health Organization.
The preservation and management of oceanic and coastal ecosystems will be strengthened to ensure sustainable management of fisheries resources. Forestry management will be integrated into the protection of natural resources and environment with a holistic management approach. Forestry protection measures will be taken to protect local forest species and forest resources and to prevent illegal logging.
Poverty reduction strategies will be implemented. The provision of social services and basic needs will be improved in a socially equitable manner. Social protection will be ensured through gender equality and support to the disadvantaged and the vulnerable. Employment and labour mobility opportunities will be increased particularly in rural areas and thereby livelihoods of all Solomon Islanders will be improved. Alternative livelihoods will be enabled with the diversification in the agriculture sector. Marketing support will be provided to the rural community for agricultural development. Land reform will be strengthened to encourage economic development in urban, rural and customary lands. In order to increase livelihoods in rural areas, artisanal and semi-commercial activities will be promoted and inshore and offshore resources will be diversified in partnership with resource owners and fishing communities. Incentives, access to markets and relevant supporting infrastructure will be provided to foster community fisheries development, diversify and introduce appropriate aquaculture systems. Extension services will be provided to land owning groups including farmers to promote establishment of forest plantations including reforestation and promotion of sustainable harvesting.
Private sector will be developed and therefore investment opportunities will be increased to contribute to the inclusive economic growth. Small- and medium-scale entrepreneurship will be supported by local and international financial institutions and credit unions to provide financial services and loans. Public private partnership models will be introduced to encourage and assist establishment of sustainable business entities. Export earnings will be increased through realization of the international value of natural resource based exports and from effective licensing. Sustainable subsistence based farming systems including organic farming, indigenous crops and improved post-harvest handling will be promoted to increase household food security and marketable surpluses and downstream processing. Public safety will be ensured in production and trade in processed food and beverages. Commercial fishing in Exclusive Economic Zone will be regulated in line with the protection of marine resources. Trade of fisheries and marine resources will be encouraged at international and domestic markets. Agro-forestry schemes will be promoted through promotion of improved methods, research, improved marketing and supporting infrastructure and facilities. Tourism sector will be developed to contribute to the economic growth. Capacity building will be enhanced through the development in the national education system.
Resilient and environmentally sustainable development will be ensured with effective disaster risk management, response and recovery. Infrastructure and utilities focused on access to productive resources and markets and to essential services will be adapted to climate variability.
Line ministries shall be responsible of monitoring and reporting the achievements of the National Development Strategy in close collaboration with the Ministry of Development Planning and Aid Coordination.
