Abstract
The National Water Policy is a national policy with a multi-sectoral approach. The goal of this Policy is to ensure the sustainable development, management and supply of water, wastewater services as well as appropriate sanitation for the benefit of current and future generations of Solomon Islanders.
The level of participation and awareness of the community and stakeholders will be increased to achieve the success of water sector reforms. Women participation to the decision-making process in water resources management will be encouraged for effective water governance and management.
This Policy puts emphasis on water resources management and water and sanitation services with an integrated multi-sectoral approach to sustainable water management. Water resources management will be strengthened to ensure long-term sustainable use for future generations. The cooperation between the Ministry of Mines and Energy, Ministry of Health and Medical Services and Solomon Islands Water Authority will be strengthened to manage water development, assessment and planning in a sustainable manner. Access to safe and adequate water and good sanitation services will be provided to all, including rural communities, in order to reduce the health risks associated with polluted water. To this end, the infrastructure for water supply, sewerage and water treatment facilities will be developed. Moreover, water quality equipment and laboratory facilities services will be upgraded to conduct proper monitoring activities pertaining to water quality and quantity. Appropriate service standards will be improved for water quality and safety. Measures will be taken by the Government to minimize the conflict between land owners and water users regarding access to water resources. Funding mechanisms will be developed to implement sound water management functions such as monitoring, assessments and protection. The participation of the private sector will be encouraged in the delivery of water and sanitation and wastewater services.
In order to increase the resilience of water resources to climate change especially in rural areas, awareness will be raised on the effects of development, agricultural methods, climate change and natural disasters on water quality and quantity to ensure responsible water resources management.
The Ministry of Mines and Energy shall be responsible for monitoring of the implementation of this Policy. Moreover, amendments to the legislation may be proposed including the necessary provisions and flexibility for the implementation of this policy.
