Abstract
The National Aquaculture Management and Development Plan is a national policy and its timeframe is 5 years between 2018 and 2023. This Plan aims at establishing a sustainable and well-managed aquaculture sector and securing food security, livelihood and social and economic needs of the people, communities and provinces of Solomon Islands.
This Plan contains five management and development objectives supported by 18 strategies. The institutional, human resource and infrastructure capacity will be strengthened for sustainable aquaculture development and management. Appropriate training modules for the Government, farmers, institutions, communities and the private sector will be identified and provided and the sustainability of the training programmes will be ensured. This Plan promotes a holistic approach to sustainable aquaculture management and development for all facets from imports and export of live aquatic organisms to hatchery and farming, processing and marketing. In order to achieve this, the Plan provides for robust and updated aquaculture legislation, regulations, policies, plans, guidelines or quality control; effective biosecurity; and the development of appropriate and necessary licensing and permitting systems.
A conducive environment will be established for aquaculture sector development and growth as an option for economic, livelihood and food security opportunities. The potential and existing aquaculture areas and farms will be identified and mapped. Aquaculture infrastructure development priorities will be included into the national investment strategies. A national aquaculture centre and specific species hatcheries will be developed. Aquaculture collaboration, partnerships and networking will be promoted and improved to foster effective and coordinated development. Research will be promoted into aquaculture technology and innovations, and national aquaculture database systems will be developed and integrated into existing fisheries database.
Sustainable financing and markets will be identified and established for aquaculture commodities by identifying potentials markets locally and overseas; understanding the market requirements, such as demand and supply needs and standards; and promoting value-adding for aquaculture commodities. Aquaculture farmers will be assisted to access microfinancing, including training on microfinance. Training sessions will be conducted for aquaculture farmers on value-adding and Hazard Analysis and Critical Control Point (HACCP).
