Abstract
The Solomon Islands National Sea Cucumber Fishery Management and Development Plan (2014) establishes a comprehensive legal and institutional framework for the regulation, conservation, and sustainable development of the sea cucumber (beche-de-mer) fishery, recognizing it as a designated fishery of national importance requiring structured oversight. The Plan sets out key management measures, including licensing requirements, monitoring and reporting obligations, size limits, species restrictions, seasonal closures, and controls on harvesting, processing, and export activities to ensure compliance and mitigate overexploitation. It further emphasizes the integration of scientific, economic, environmental, and cultural considerations in fisheries governance, alongside strengthened enforcement and data collection systems to support informed decision-making. The overarching goal of the Plan is to ensure the ecological sustainability and optimal utilization of sea cucumber resources by minimizing environmental impacts, enhancing monitoring and compliance, and maximizing long-term socio-economic benefits for local communities, industry stakeholders, and resource owners. The Plan is annexed to the Fisheries (Beche-de-mer) (Amendment No. 2) Regulations 2014, and was approved under the Fisheries Act 1998.
