Abstract
Section 3 prescribes maximum speed for vessels in lagoons. Section 4 prohibits pollution of coastal waters. The prohibition does not apply to the dumping or discharge of bio-degradable food or sewage. Courts may order any person found guilty of polluting the marine environment to pay for the costs of remedies or abatement of pollution by the Government. A notice on a (suspected) polluter may be served requiring such person to render explanations regarding polluting events.
