Abstract
The principal Act is amended so as to provide for the authorization of external fishing by Seychelles vessels. "Seychelles vessel" is defined in section 2 as "a vessel required to be registered under the Merchant Shipping Act and a local fishing vessel". No Seychelles vessel shall be used for fishing outside Seychelles waters, except under and in accordance with section 17A, introduced in the principal Act by this Act. Seychelles vessels may be authorized by the Seychelles Fishing Authority to fish outside Seychelles waters under such conditions as the Authority may specify, except those vessels for which Seychelles is bound by international agreement not to authorize fishing outside Seychelles waters. Section 19, which makes provision for powers of enforcement by authorized officers, is amended so as to extend powers of those officers to Seychelles vessels on the high seas. Section 24 prescribes penalties.
