Abstract
Seychelles' updated Nationally Determined Contribution (NDC 3.0) sets ambitious, economy-wide greenhouse gas reduction targets for 2035, aiming for a 23.1% reduction (204 ktCO2e) relative to business-as-usual emissions, with a long-term vision of net-zero emissions by 2050. The strategy covers key sectors—energy, refrigeration and air conditioning, transport, and waste—and is guided by the Integrated Energy Resource Plan and Solid Waste Masterplan. Seychelles emphasizes adaptation due to its high vulnerability as a Small Island Developing State, integrating climate resilience, gender equality, and blue economy co-benefits into its national development framework. The country's approach is informed by the latest scientific findings, global stocktake outcomes, and international best practices, ensuring transparency and methodological consistency through robust monitoring, reporting, and verification systems.
The NDC 3.0 reflects Seychelles' commitment to balancing national development priorities with climate action, leveraging cost-effective mitigation measures such as renewable energy and waste-to-energy projects. The process involved extensive stakeholder engagement, public participation, and technical support from international partners, aligning with the Paris Agreement's principles of fairness and equity. Seychelles also recognizes the need for international support to address capacity and resource constraints, while striving to maximize ambition within its unique national context.
