Abstract
In accordance with decisions 1/CP.19 and 1/CP.20, the Republic of Seychelles developed this Intended Nationally Determined Contribution (INDC) towards achieving the objective of the UNFCCC as set out in its Article 2. The document includes both mitigation and adaptation measures. As for the mitigation measures, they aim to emission reductions covering (i) public electricity from supply side diversification and energy efficiency; (ii) land transport through a high penetration of public transport, targeting fuel efficiency and bio-fuels in import, and moving towards electric vehicles and two-wheelers; and (iii) solid waste management, i.e. looking at the potential of a waste to energy facility. While adaptation measures aim at reducing the country’s vulnerability and increase resilience with respect to critical infrastructure, tourism, food security, coastal and marine resources, water scarcity, energy security and health.
To help eliminate hunger and food insecurity, the adaptation measures point on (i) implementing an ecosystem-based approach to watershed management and its implications for foods supply; (ii) a sustainable modern agriculture supported by new and innovative technologies across all food production supply and value chains; and (iii) home gardening.
To make fisheries more productive and sustainable, indicated adaptation measures are (i) develop programs for sustainable industrial and artisanal fisheries and sustainable mariculture; (ii) reduce illegal, unreported and unregulated fisheries; and (iii) promote research needed regarding the impacts of climate change on Seychelles’ fisheries, both industrial and artisanal.
More inclusive and efficient agricultural and food systems can be enhanced by supporting an insurance scheme for farmers and fishers.
To increase the resilience of livelihoods to disasters, the INDC measures regard (i) GHG emission reduction; (ii) promotion of energy supply from renewable energy sources; (iii) infrastructure planning process, with associated improvements in the building codes and their rigorous enforcement; (iv) accelerate efforts to integrate climate change education into the school curriculum at all levels; (v) revitalize extension services and provide opportunities to study climate-smart and ecosystem-based approaches to agriculture and fisheries; and (vi) promotion of research to understand climate change impacts, and resources to predict, prevent and respond to disasters.
As for the Governance, the National Climate Change Committee is a multi-stakeholder group chaired by the Ministry and the main body to coordinate and monitor implementation of climate change adaptation projects, and identify emerging gaps and opportunities for further action.
