Abstract
"The Territorial Waters and Exclusive Economic Zone are hereby declared to be a Marine Mammals Sanctuary" (art. 3). Activities with respect to marine mammals specified in article 3 shall be an offence (art. 3.2). Catching of dead or seriously injured marine mammals shall be reported as soon as practicable to the Principal Secretary of the Ministry (art. 3.3).
