Abstract
These Regulations are made in exercise of the powers conferred by section 242 of the Merchant Shipping Act (Cap 127A). Section 3 lays down the definition of seafarer and also mentions the persons who are not included as seafarers. Section 4 states that the Regulations apply to seagoing Seychelles ships, wherever the ship maybe; a seagoing ship, other than Seychelles ship, while the ship is in Seychelles waters; and a seafarer. They do not apply to pleasure vessels, fishing vessels, ships of traditional build, and warships or naval auxiliaries. The Regulations make provisions in respect of implementation of the Maritime Labour Convention, 2006 by the Administration. They provide regulations in respect of crew accommodation, food and catering, medical care, liabilities of the shipowner, inspections and penalties for non-compliance of these Regulations.
