Abstract
This National Health Strategic Plan (Plan) outlines Seychelles’ health sector’s strategic directions and goals which are coherent with its national, regional and global commitments. It consists of six chapters: 1. Introduction; 2. Review of implementation of NHSP 2016-2020; 3. Situation Analysis; 4. Strategic Agenda for 2022-2026; 5. Implementation Arrangements; and 6. Monitoring and Evaluation.
Chapter 1 provides an overview of the existing policy foundations in Seychelles and the efforts to achieve to Achieve the Sustainable Development Goals. It also discusses the rationale for the Plan and the development process that was undertaken. Chapter 2 reviews the implementation of the first National Health Strategic Plan 2016-2020 and includes the achievements and lessons learnt. Chapter 3 lays down the country context, discusses the status of public health and the health system. It also highlights the identifies priorities based on the past experience and current situation analysis. Chapter 4 contains the vision, mission and goals of the Plan and the NHSP 2022-2026 Framework. The Plan lays down six Strategic Directions 1. SD1 Strengthen leadership, governance and administration; 2. SD2 Protect and improve UHC; 3. SD3 Address health security; 4. SD4 Promote healthy populations; 5. SD5 Invest for results; and 6. SD6 Improve data for impact. Each Strategic Direction contains the respective Outstanding Issues, Priority Areas, General Objective and Specific Objectives.
Chapter 5 provides for the implementation arrangement which describes the roles and responsibilities of senior levels of government, non-health stakeholders and Ministry of health, its institutions and the private sector. It also provides for the anticipated risks and mitigation strategies. Chapter 6 highlights the benefits of performance monitoring and evaluation and provides a framework for monitoring the achievement of goals and targets of the Plan.
