Seychelles National Development Strategy 2019-2023.

This National Development Strategy (NDS) is the first of a series of three five-year National Development Strategies towards Vision 2033. It consists of six chapters: 1. Introduction; 2. Broad Strategy For Development; 3. Implementation; 4. Macroeconomic and Fiscal Consistency of the NDS; 5. Financing; and 6. Risk Management.
Chapter 1 provides the context and historical development in Seychelles. It presents the trends in demography and migration, politics and economy, technology and innovation, energy and climate change. Chapter 2 lays down the six thematic pillars of the NDS: i) Good governance; ii) People at the Centre of Development; iii) Social Cohesion; iv) Innovative Economy; v) Economic Transformation; and vi) Environmental Sustainability and Resilience. It further provides goals under each theme and the respective strategies to achieve each goal. Chapter 3 contains the implementation strategy of NDS and identifies important aspects such as people participation and commitment, institutional arrangements and coordination, adequate financing, performance monitoring and evaluation, strengthening and innovating public service management, enhanced use of ICT, behavioural change and capacity strengthening, communication, information dissemination and public sector reforms.
Chapter 4 focuses on the consistency of NDS with the macro fiscal programming. It analyses the current economic conditions and macroeconomic projections, fiscal position and debt management strategy. Chapter 5 provides the financing framework and presents the Medium Term Fiscal Framework (MTFF), the Public Sector Investment Programme (PSIP), the resource envelope and the resource mobilisation strategy. Chapter 6 discusses the risk management process which involves proactively identifying and understanding the factors and events that may negatively impact the achievement of the goals and strategies of the NDS. The risks range from funding, corruption to health and climate change related impact. It further entails taking the necessary steps to reduce these risks to acceptable levels by managing, monitoring and reporting on them.
