Seychelles National Development Strategy 2024-2028.

This National Development Strategy represents the need to develop and diversify the economy at an accelerated rate for a higher growth path, the need to address structural challenges, to take a more proactive approach in addressing climate change needs of the country. Therefore, the priority areas of the Strategy are: a modern public service; the transformative economic agenda; a healthy nation; promotion of law and order; a modern education system in line with future needs; environmental sustainability and climate change resilience. The Strategy identifies key national risks, including: climate change and natural disasters; global economic shocks; pandemics and health crises; cybersecurity threats; social issues and demographic pressures.
Concerning the six priority areas, the Strategy describes the following interventions and actions: 1) transforming the public administration into a high-performing, citizen-centred institution capable of delivering effective services and achieving national development outcomes, through the re-engineering administrative processes, the simplifying of procedures and reducing delays, the improvement of responsiveness to citizens and businesses, the interconnection among government information systems, and the strengthening of technical competencies, and the establishment of institutional learning structures for civil servant; 2) moving Seychelles from a tourism-dependent economy toward a diversified, resilient and innovation-driven economic model, through economic diversification and strengthening of priority sectors, including: promotion of local agricultural production, food security, sustainable fisheries and aquaculture, agriculture and promotion of modern farming techniques, strengthening agricultural value chain, blue economy activities, marine biotechnology opportunities, ocean-based industries, marine spatial planning, sustainable marine infrastructure, digital economy, financial services; 3) improving population health outcomes while maintaining universal access to quality healthcare services, through health promotion and prevention of diseases, strengthening healthcare systems, inclusion of health issues in all governmental policies; 4) creating a safe, secure and just society based on effective law enforcement, public trust and respect for the rule of law; 5) developing human capital capable of supporting a modern and competitive economy; 6) safeguarding Seychelles' natural capital while strengthening resilience to climate change impact, through climate change adaptation measures, coastal protection and disaster risk management, climate change mitigation measures, reduction of greenhouse gas emissions, energy efficiency and renewable energy expansion, ecosystem conservation and protection of biodiversity, waste reduction, circular economy and recycling measures.
