Abstract
This Sustainable Development Action Plan is a nationwide cross-sectoral document analyzing 13 interlinked thematic areas identified to implement the Strategy, which are (i) Social and Human Development; (ii) Land Use, Coastal Zones and Urbanization; (iii) Biodiversity and Forestry; (iv) Agriculture and Food Security; (v) Fisheries and Marine Resources; (vi) Water, Sanitation and Waste; (vii) Tourism and Aesthetics; (viii) Economics of Sustainability; (ix) Sustainable Consumption and Production; (x) Energy and Transport; (xi) Climate Change; (xii) Education for Sustainability; and (xiii) Policy, Institutional and Regulatory. For each of these thematic areas, the goals and strategic objectives associated with them are indicated. Subsequently, in the Action Plan, each SO is illustrated through the expected outcomes and the activities to be implemented to reach them. It is also important to note that for each SO, climate change considerations are highlighted.
To help eliminate hunger, food insecurity and malnutrition, the Plan aims at (i) ensuring food security increasing the agricultural production through strengthening the Seychelles Agricultural Agency, improving the scientific, technical and financial support to the agricultural sector, and encouraging the substitution of imported foods with locally grown produce; and (ii) providing enhanced agricultural infrastructure.
In order of making agriculture, forestry and fisheries more productive and sustainable, main suggested actions are (i) provide the right land use planning in the agricultural sector to ensure maximum production and the sustainable development; (ii) identify, valorize, maintain and legally protect agricultural land; (iii) promote organic farming; (iv) minimize wastage of agricultural production through efficient collection and distribution systems; (v) ensure effective and integrated management of water resources; (vi) achieve sustainable forest management using an ecosystem approach, which further strengthens ecosystem services; (vii) sustainably manage demersal, semi-pelagic and pelagic resources in the Seychelles EEZ; (viii) develop a sustainable mariculture industry; and (ix) promote safe mineral exploitation in Seychelles waters to minimize the environmental impacts of seabed activities.
A more inclusive and efficient agricultural and food systems will be promoted by (i) providing better marketing facilities for locally produced food; (ii) the participation of local strategic partners in management and ownership of livestock production facilities; and (iii) developing small theme farms for visitors to visit local products to valorize the local gastronomy.
To increase the resilience of livelihoods to disasters, the Plan encourages at (i) advancing the understanding of climate change, its impacts and appropriate responses; (ii) putting in place measures to adapt, build resilience and minimize the vulnerability to the impacts of climate change, especially in critical sectors; and (iii) enhancing actions on mitigation of climate change such as promote energy efficiency and renewable energy resources, promote the relevant emission trading mechanism and REDD-plus, build appropriate infrastructures, consolidate the existing beach and wetland monitoring programs, and implement nation-wide rainwater harvesting program.
