Abstract
This Strategic Response Plan developed by the Government of Sudan to illustrate Sudan's national response to the strategic objectives defined by the UN for 2014 is a multisectoral document including (i) Saving Lives and improvement in well-being; (ii) Protection by conflict, violence and exploitation; (iii) Resilience to mitigate risk, shocks and stresses; and (iv) Durable Solutions for Internally Displaced Persons IDPs and affected communities in targeted localities. Key priority actions include (i) responding promptly to new crises of displacement; (ii) addressing the extremely high levels of malnutrition and tackling the underlying public health issues driving these; (iii) enhancing the security of conflict affected populations; (iv) facilitating better access to essential services in camps and host communities; (v) reducing food insecurity and increasing household economic autonomy; (vi) re-establishing humanitarian presence in currently inaccessible areas of South Kordofan, Blue Nile, and the Darfur region initially to achieve comprehensive vaccination coverage. The following cross-cutting issues are integrated in the Plan (i) gender equality in the humanitarian response; (ii) environmental challenges, including environmental degradation and the over-exploitation of natural resources, especially the unsustainable use of forests and groundwater resources; (iii) early recovery to ensure the dividends of humanitarian response are sustainable and interventions link to longer-term development processes and goals; and (iv) inter-agency guidelines for HIV/AIDS interventions.
To help eliminate hunger and food insecurity, the Plan aims at intevening with different tools, such as (i) provision of school feeding; (ii) General Food Distribution (GFD), including food, vouchers, or a combination of food and vouchers; (iii) providing seeds and tools to the most vulnerable households; (iv) rehabilitation/construction of water points in or near IDP settlements; (v) improved coverage of food security and livelihoods needs in target states by organizing regular sector coordination meetings, conducting needs assessments, training partners on food security and livelihoods topics, and supporting Integrated Food Security Phase Classification (IPC) response analysis; (vi) maintainance and expansion of existing feeding centres; (vii) providing integrated prevention of malnutrition programs; and (viii) providing assistance, food included, to returnees and migrants requiring support.
In order to make agriculture more productive and sustainable, the envisaged interventions mostly regard the livestock sector, in particular (i) vaccinate and treat livestock against epidemic and endemic diseases in conflict and along border areas; (ii) make animal concentrate feed and mineral licks available in IDP settlements; (iii) demarcate livestock migratory routes and rehabilitate and/or construct water points along livestock migratory routes; (iv) rehabilitate and protect pasture/rangeland; (v) upgrade animal health services and strengthen durable operational capacity of Community Animal Health Workers; (vi) rebuild lost small ruminant assets; (vii) produce and plant multipurpose tree seedlings around IDP/refugee settlements and return areas (focus on local species); (viii) improve basic productive assets and tools for target population.
Resilience of livelihoods to disasters will be increased through (i) the education sector that will utilise environmentally-friendly and locally produced materials such as soil stabilised/concrete stabilised bricks and incorporate the planting of school green spaces to mitigate deforestation; (ii) build institutional capacity at state and locality level in disaster risk reduction, mass causality management, emergency preparedness, early detection, and response; (iii) infrastructure improvement to prevent, reduce risk of flooding; (iv) water trucking, construction of water points, rehabilitation of water points; and (v) construction of latrines and organiing environmental sanitation campaigns.
